Overview of the legislative redistricting process

After every census, state political boundaries have to be redrawn to allocate a roughly equal number of citizens to each legislative district.  But how does Minnesota actually do it.  Jason (Ike) Isaacson is the state senator for this area.  He will explain the process, and probably speak to the technique of "gerrymandering," while he's at it.  (We've asked him to keep it non-political.)
